 My Windows Version is 19041.867

The above error occurred and it was resolved by attaching .exe to the path of waifu2x_ncnn_vulkan in the video2x.yaml file.

change path "dependencies\waifu2x-ncnn-vulkan" -> "dependencies\waifu2x-ncnn-vulkan.exe" 

 The same error occurs in vanilla.
