PMI Configury

PMI configury is a horrifying mess. It should be updated to use a unified set of config flags:

--enable-pmi={simple, pmi2, mpi, pmix}
--with-pmi=path...
--with-pmi-libdir=path...
--with-pmi-includedir=path...
