Rail assignment in multi-rail systems

When multiple rails (fabrics/domains) are available, which fabric domain should a given PE open? Ideally,

• The PEs within a node should attempt to balance their traffic across the available domains, and
• PEs should attempt to select a domain with the best locality to the core on which it is running
