[Bug]: Exponential Volume plugin only applies when volume is changed

Reproduction steps
- Make sure Exponential Volume Plugin is enabled.
- Play some music preferably below 30% (very noticeable in low volumes).
- Take note of the loudness of the song.
- Restart the App.
- Play the same song (preferably).
- Take note of the loudness before turning the volume up or down.
- Compare the two (first before restarting and second before turning volume up and down),
Expected Behavior
The plugin should play the applied exponential volume on spot every after app start.
Actual Behavior
- Sometimes the plugin delays the application of the exponential volume for about 2 seconds.
- Mostly it is not applied at all and you have to somehow apply it by turning the volume up or down.

This has not bugged me much very lately because sometimes it just applies, just delayed. But after the update, most of it don't apply, you have to touch the volumes to apply it.
issue #2393 might be related to this problem but it does not change anything. problem still persists even Bypass Age Restriction plugin is disabled
