Add Nora to the app store for Windows

Hi @Sandakan, I'm Judah from the Microsoft Store team, the app store for Windows. Thanks for building Nora!

Would you be willing to have Nora listed in the app store for Windows? If so, this PR will make Nora appear in the app store by adding an app metadata file to the repo. If not, feel free to decline this PR.

The metadata file is ms-store-publish.json, which contains app information about Nora: name, description, screenshots, category, etc. This PR also includes a simple privacy policy because the Microsoft Store requires one. (I didn't find any existing privacy policy for Nora - if there is one, let me know and I can remove that file from this PR.)

Thanks, @JudahGabriel, for checking out Nora! I want to get Nora listed in the Windows App Store, as this should help grow the app's user base. I really appreciate you taking the time to create a privacy policy for the app; it fits perfectly with what we want.

I'm going to hold off on merging this for now since I’m in the middle of updating the app with a new database and some cool features. I think it’s best to submit the app to the store after I make these changes for the next release. Plus, I need a bit more time to ensure everything aligns with the Microsoft App Developer Agreement.

In the meantime, I’ll keep this pull request on hold and merge it with the others for the final build.
