This is in large part guessing from my end: There is a lot of mechanisms in Minecraft that require player proximity. It isn't always enough to have a chunk loaded....

Just to make sure, are you using both machines? There is one machine that harvests the Peat and another one that replaces dirt with new bog earth.

I see. I haven't really tested the Legacy farms after they where reintroduced.
