LAN Is Broken.. It Was Working Before The Patch, But Now It's Just Endlessly Searching For The Server.

What configuration are you testing this in? If it's a server on the same computer as your game, it should report in console that the socket is already in use upon trying to list LAN servers.
I don't know how to debug this issue even if I knew what was causing it, so I can only recommend connecting directly using localhost.

These logs make me think that your firewall or something else is blocking any outgoing connection for the game that make not only the masterserver not work, but also the update checks ("Error 12007" right after "Checking for updates...").

The games are allowed through the firewall on both pcs... they don't need to have access to the internet they only need LAN to connect.

Network > Join Game > Search LAN
Comparing both patched (broken) and unpatched (working) looks like the patched game is trying to go online instead of going locally.

PC2Unpatched Network > Join Game > Specify Server This is working
PC2Unpatched Network > Join Game > Search LAN This is not working
