Are you using any plugins on your proxy? I’ve never seen this error and nobody else has reported it so I can only assume it’s a compatibility issue with another...

You have an invalid config
The plugin is not stuck - that is the last message sent after the resource pack has been sent to the player. The player never sent a response back.
Currently shading to be after the packet changes by other plugins.
