Message spam when declining/accepting multiple resource packs

Whenever having more than 1 resource pack setup at once, accepted/declined messages repeat themselves for every resource pack in the list

I can't think of a good way to fix this, I guess maybe a global command thing

probably just check to see if the message has already been sent because realistically the message is only really sent when the player joins or the plugin reloads
