settlers: bounty dev card doesn't finish user choice

user chooses to play dev card. Dev card presents all resource options user has time to select 2 resource options.

but instead the moment a user clicks the first resource the selection completes and the user gets at least the resource they selected, maybe 1, maybe 2, maybe even 3(!). Sometimes 1, along with another random one.

I can't quite replicate it reliably to test. But this happens frequently.
