Moodle and SSO problem - user.php was not found

Describe the bug At the start of an exam, and while students have not yet logged in into Moodle, a lot of errors come into SEB Server saying that SEB Clients could not get user.php

To Reproduce Steps to reproduce the behavior:

1. Use Moodle with SEB Server integration
2. Start an exam from SEB Server
3. Wait on login page of Switch EDU ID
4. See error

Expected behavior No error logs.
