#### What would you like to be added: A web UI for watching scheduling process and resource statistics. #### Why is this needed: it is difficlut to use vcctl commands...

**What happened**: the inbuilt dashboards namespace and queue are doesnt show any data in grafana **What you expected to happen**: data has to load. 

#### What would you like to be added: Need more grafana dashboard for volcano metrics. Now it has only two inbuilt dashboards. #### Why is this needed: For monitoring purpose
