Make RMT compatible with Ruby3+

For upcoming openSUSE / SLES distributions we should make RMT ready to run with Ruby 3.0, 3.1 etc. At the same time we need to keep compatibility with Ruby 2.5.8, because SLES 15 will stay on that version.

Maybe it's a possibility to maintain 2 Gemfiles, one Gemfile-2.5.8 and a Gemfile-3? Then we could use the right Gemfile depending on which distribution we build for in https://build.opensuse.org/package/show/systemsmanagement:SCC:RMT/rmt-server
