mine.update hangs on admin if one or the other pool can not be accessed

In case we need to repair a cluster that is currently broken (one monitor corrupt / one pool below "min size") the mine.update hangs on the admin node forever, because the command "rbd -p ls" hangs forever.

Could DeepSea be enhanced to allow administration also in case the cluster is not in a healthy status?

Please keep in mind that it is expected that a big cluster might never be in health_ok status and in case of a failure - we might have to use DeepSea to "repair".
