Rework remove/replace functest backend

The new implementation of remove/replace (#1517) checks for ceph osd ok-to-stop output to determine if the passed OSDs should be removed.

For this to work we need a bigger testing cluster. Iirc there was an implementation of functests.3node which would probably suffice.
