duplicated lines in ceph.conf in case a line of the ceph.conf.j2 is also added via global.conf

Description of Issue/Question

In case an administrator adds a line to ceph.conf via global.conf and then we add the same line via the ceph.conf.j2 - the line will be twice in the ceph.conf and rados commands will complain about that.

Due to that we should enhance the process of assembling the ceph.conf in a way that ensures we do not have duplicate entries in the final ceph.conf.
