Add Robot Scouter API

[SUPERCILEX]

This beast would have two variants:

1. With a API key to access private team data and support data congregation between multiple teams
2. Through #145 which would add a flag to the teams so the API could return that data without a key

Setting up the API shouldn't be too hard: I could just use an HTTP Function trigger.

Mostly, it'd be a money problem since I don't want people hammering my servers.
