Thank you for this pull-request and for having pointed out this. Currently, STM32CubeF2 firmware is still supporting version 2.5.3 of the USB Device library as there is no short-term plan to support newer version 2.11.12.

However, it seems your point still persists in the newer version. You report has been forwarded to our development teams. I'll keep you informed.
