Visibility for organisations - needs better feedback and handling in IME and server

Description

when the feature is used in an engineering model to use the model admin and participating organisations, the handling and feedback of participants that do not belong to an organisation included in the selection needs better handling:

• improve server errors ** message now when clicking ok in trying to create Element Definition:

The CDP4 Services replied with code InternalServerError: Internal Server Error: "exception:Object reference not set to an instance of an object."

• handle already earlier in IME > avoid that participants can perform actions, with indication of reason

Steps to Reproduce

• on the engineering model, set model admin and participating organisations
• add a participant that it is not a member of these organisations
• open ED browser and try to add element definition: doesn't work with error code given above
