Parameter using scale with rational number set not checked for min and max permissible values

Description

For scales with real number sets, defined with max. and minimum allowed values, these values are not checked correctly when used in an engineering model. this holds for both manual value in the IME, and for manual and computed value in an excel workbook

Steps to Reproduce

• define measurement scales with rational number set, providing minimum and maximum permissible values
• apply scales to parameters, and provide non-permissible values, so outside of given range > this can be done, no warning is given
