Domain is not beneath an eTLD available for public registration

When I scan this domain, with the certspotter service (which I'm assuming uses the certspotter software)

I get this error

Is this because bmoattachments.org is in the public suffix list? If so, out of curiosity, why is that something that prohibits scanning the certificate transparency logs for it? Comodo's scanner seems happy to.
