[FEATURE] Do Not Import Living Persona As Item

At some point (I'm uncertain when), the system started properly translating Character Attributes into Matrix Attributes for Technomancers. The Chummer character importer creates a dummy "Living Persona" matrix device. This device is no longer needed and should no longer be created.
