'Enter bulk edit mode' button in the Persons directory is still dependent on 'Merge persons'

Problem Description

The appearance of the button 'Enter bulk edit mode' in the Persons directory was disregarded in ticket https://github.com/SORMAS-Foundation/SORMAS-Project/issues/10994 and therefore the button only appears there only if the user also has the right to 'Merge persons'. which is now inconsistent with the implementation from the other directories.

Proposed Change

Remove the dependency between the right to 'Merge persons' and the appearance of the 'Enter bulk edit mode' in the Persons directory.

Added Value/Benefit

Consistency.

Acceptance Criteria

• [ ] the 'Enter bulk edit mode' button in the Persons directory should appear if the user has the right 'Perform bulk operations in lists;
• [ ] the button's appearance in the directory should not be dependent on the right 'Merge persons';
