Bulk Assign Tasks

Feature Description

As an administrator of SORMAS I would like to bulk assign Tasks to users in the system through the Bulk Actions menu.

Added Value/Benefit

This will allow faster assignment of work in an outbreak situation.

Acceptance Criteria

• [ ] Bulk Actions Dropdowns display "Create Task"
• [ ] Task can be created and assigned to a user in the system
• [ ] Created Task shows up in Task Directory
• [ ] Created Task shows up in card view at associated entity: Case, Contact, Event, Travel Entry, Environment (exact scope of entities covered in this issue to be determined)
