Warning related to 'Facility name&description' when opening a location form for environments

Bug Description

When opening the location form of an environment, for a few moments a warning is displayed for the fields 'Facility name&description' even though the mandatory fields of the form are already filled and saved.

Reproduction Steps

1. Log in the mobile app with a Default Environmental Surveillance User;
2. Open an existing environment;
3. Enter the 'Edit' mode of the environment;
4. Click to open the 'Location' form;
5. Observe the display of the form in the first few seconds after opening it. Actual behavior: a warning appears for the fields 'Facility name&description' even though the user has not yet even filled the necessary data for that field to appear.

Expected Behavior

The warning should not be displayed at this point as the user has not filled in any data yet to lead to the appearance of the fields for 'Facility name&description'.

This is related to show/hide logic that's being executed after the form has been built; on my emulator, it's only a VERY short flash in which this is observable. Since it doesn't have any impact on the functionality, I've moved this into the product backlog because I consider it a very minor flaw.
