MAJOR: Fix omega matrix calculation to be uniform across all compute.v options

E.g.. Fast: v -> omega -> theta_hat

Bootstrap v -> omega -> theta_hat (repeat) -> theta_new

Must be done for ALL options>

Same with the diag mat option.
