nv_hevc_hdr_patcher: corrupt the information about the frame rate - 103,004 fps!

Patcher working good, but corrupt FPS information in stream. After its operation, the video track has a frame rate of 103.004 fps

I also have the problem of wrong framerates after patching. I uses NVEnc 3.23 on an pascal GFX

Here is a workaround: Mux the video with mkvToolnix GUI an set at BPS = 24000/1001 p for the HEVC Stream. This worked for me :-)

The program has an error, it spoils the information in the SEI header of the video track. The tricks with mkvtoolnix maybe can solve the problem, but the video track still remains corrupted and such a rip can be defective and can not be read, for example, on hardware players.
