[Bug] Video not working on some android devices

Describe the bug

I've created a dashboard with a video background, using both webm and mp4 fall back video. This works on my Android Nexus 4 device, but not on my Moto G4 android device with Android 5.1. I use the APK on both devices. On the Moto G4, the video doesn't work at all, I only see a grey play button instead. If I transfer the 2 videos on the device itself and try to read them, it's working correctly, so it's not a codec problem, there something with Simhub APK preventing the video to work.

Steps to reproduce

1. Create a dashboard with a video in it
2. Select a Mp4 and/or a webm video
3. Save the dashboard and display it on an Android device
4. It works on some devices, not on others like the Moto G4

Hi ! APK is using the webview and is bound to what the OS version of that time allowed. If your device is outdated, using the an up to date chrome will allow to benefit to the latest possibilities your device is capable of. Per android design the APK is "frozen in time" to the allowed android capabilities (for apk) of that time.
