[Feature request] Allow slow and yellow laps to be ignored by the persistent tracker and average lap times

Is your feature request related to a problem? Please describe. When running under safety car the fuel burn should be able to be ignored from the fuel and lap time calculations.

Describe the solution you'd like Add a setting that allows lap-times that are below a configurable percentage (e.g. 10%) to be ignored from average lap times and fuel burn average calculations. This will make the fuel calculations more accurate when a sim uses safety cars (e.g. iracing Ovals or Road side league races)

Describe alternatives you've considered The alternative is to rebuild the base functionality into a custom plugin.
