Fix minTime description text in tutorial

First time user here. While reading the docs, I noticed that the description for step 1 is wrong: We don't limit the number of requests per second, but instead introduce a waiting time first. Minor thing, but got me confused for a second. 😉 Otherwise great lib!

I'm starting using this lib right now. Opteo uses it in its implementation for google ads client. But I don't see quite people around here.

Yeah pretty lonely at this point. 😅 We use the lib for the analysis-tools.dev website btw.
