Task to turn off validation rules to allow data insert

I'm interested in functionality similar to disable_tdtm_trigger_handlers that will turn off validation rules while you insert a dataset and then turn them back on. (Discussed in this Hub post: https://powerofus.force.com/s/feed/0D51E00005XijOHSAZ)

Use case: Court hearings are only scheduled on weekdays. Validation rule on the Hearing__c object does not let users schedule a hearing for a weekend. But when inserting a test dataset that has relative dates, records are quite likely to end up with weekend values. It would be much better to just allow this on the insertion of test data than to be unable to make a dataset with any kind of relative dates.
