Enable GHA to validate against org with Platform Encryption fully enabled

Is your feature request related to a problem? Please describe. We need a GitHub Action that installs and executes DLRS on an org with Shield Platform Encryption enabled and all possible standard fields encrypted. The goal of this is to make sure our system doesn't leverage any fields, particularly in tests, that might be encrypted and block the application from being installed or other baseline actions.
