BCC Transactional Email will not send if the Summit Events Email record includes a Sub status

Describe the bug BCC Transactional Email will not send if the Summit Events Email record includes an Action Sub status.

To Reproduce Steps to reproduce the behavior:

1. Create a Summit Events Email record with an Action Sub status.
2. Move a Summit Event Registration record to a Status and Substatus field to trigger the email.
3. Email is sent to the Summit Event Registration email, but not sent to the BCC recipient on the BCC Transactional Email Status field.

Expected behavior Email to send to the Summit Event Registration email and the BCC Transactional Email Status if the status of the Summit Events Email Action Status and Summit Event Registration Status matches regardless of Substatus.
