Allow optional override for enabling blocking in high risk apps

Similar to my comment in #86 some apps are not be enabled because the apps may break. The ones we confirmed breaking are bypassed so they can not be enabled from the UI. However, we discussed this in the team and are planning to allow overriding our bypass feature for users under an advanced setting. These apps will be very likely to break but if they do you can always turn them off in App Management. I

Well if they break when you enable ad blocking for them then you shouldn't add the option to bypass them, just work on it to block the ads in those apps without breaking them
