Support a "bulk change" option in App Management

Add an option to disable or enable ad blocking for all apps in the manage apps list

@GKid94 I think a bulk change option makes sense, but there would be some risk involved.

In default, AdClear operates under a goal to not break apps while blocking ads. To support this goal we automatically enabled blocking in apps where we detect ads. This can occasionally cause us to miss an app that displays ads but also makes sure we are only enabled for apps where we can block ads and not accidentally breaking an app where we are not needed.

However, I understand that some users are willing to test out their own apps and disable blocking if they see a breakage so we will discuss supporting this feature.

I like to have ads blocked in all apps, and if an app breaks then users can report the bug here on GitHub
