I like the pr! Makes sense to map inspire theme to dcat-ap theme

At https://github.com/GeoCat/iso-19139-to-dcat-ap/blob/18aa14052482e6673737c2ef0efc204b21d726d5/iso-19139-to-dcat-ap.xsl#L2809 I suggest a mapping from topic category to theme, in cases if there is no inspire theme

Thanks for sharing, @pvgenuchten . The group has actually defined mappings between INSPIRE Themes and Data Themes and between topic categories and INSPIRE themes - but not directly between topic categories and Data Themes.

It may be worth aligning.
