Checksum usage alignment

Problem statement In DCAT-AP 3.0, the usage of Checksum was updated. Specifically, SHA-1 is no longer the only supported algorithm. This resulted in the following changes:

  1. the range of spdx:algorithm is no longer spdx:checksumAlgorithm_sha1. It is now spdx:ChecksumAlgorithm.
  2. spdx:ChecksumAlgorithm is added to the profile

The usage in GeoDCAT-AP 2.0.0 is still limited to SHA-1.

Proposal Propagate the changes to GeoDCAT-AP.
