`Agent.Type` definition alignment

Problem statement In DCAT-AP 3.0, the definition of Agent.type was changed to The nature of the agent. based on discussion in https://github.com/SEMICeu/DCAT-AP/issues/299.

GeoDCAT-AP 2.0.0 has the following usage note:

This property refers to a type of the Agent that makes the Catalogue, Catalogue Record, Data Service, or Dataset available

that still hints at the agent to be a publisher.

Proposal Keep the simpler DCAT-AP 3.0 definition, no GeoDCAT-AP specific usage note necessary.
