Enable Geocoding: Can't seem to DISABLE it (!)

Describe the bug

I don't want SEED to generate the Lat/Long values if I have a UBID

Expected Behavior

Import a file with just UBID and don't have the program generate Lat/Long

Maybe I am misunderstanding the function of the "Enable Geocoding" option in Orgs (see below)

Actual Behavior

Program generates Lat/Long

Steps to Reproduce

• In Organizations, Options, uncheck the "Enable Geocoding"
• Save changes
• Import a file that has UBID but no other Geospatial info
• View the Inventory after import
• Lat and Long have been generated
