Importing gas meter data can fail to detect data

Describe the bug Uploading natural gas PM meter data can fail to return a preview of the data, preventing the user from continuing to save the data

Expected Behavior Meter data import should successfully show the preview, or otherwise explain what went wrong

Actual Behavior The preview is empty:

Steps to Reproduce

1. Upload the attached file
2. Once mapping/matching is complete, click the button to import meters from the same file
