Add description tooltips to map checkboxes

The new map checkboxes for "Census Tract" and "Highlight DACs" are new and not self-explanatory. Add tooltip or help text to explain what they are. Also add help text specifying that blue shaded census tract are classified as Disadvantaged Communities while non-shaded ones are not.
