APIs/Views for adding multiple measures/scenarios within a single cycle
Add APIs and Views (as needed) to allow uploading of multiple buildingsync files (from Audit Template tool) within a cycle and storing the scenarios/measures.
Can show these multiple sets of measures/scenarios on the property detail page (but don't worry about the look of it for this ticket...we are more interested in what fields we can retrieve/display for both measures and scenarios)
