Rework UBID in SEED
This task needs further definition but in general:
- UBID is not only a string
- There can be multiple UBIDs per property
- There can be multiple UBIDs per tax lot
- There needs to be a way to merge UBIDs that are technically the same (within specific tolerance)
@nllong -- based on our conversation today with PNNL et al about UBIDs, Spacial IDs, do we want to change the name of the UBID?
I’m sure there will be many sub tickets related to this. Naming will be one of them for sure.
