Overlays Fail To Track Hands After Toggling Controllers

Starting a game up without controllers connected and only using hands. Turn right controller on. Toggle the virtual controller off. Turn right controller on. Toggle the virtual controller on. Overlay is stuck floating in the world at the last position the real controller was at before it turned off. Unable to get overlay to track the virtual controller again.
