Adding C# support

Added tool to allow builds with Microsoft's C# compiler. This was tested with .NET 2.0 and 3.0 SDKs.
Patches submitted for man page, source and associated xml file, as well as test cases. Test cases add a new directory under test and a patch couldn't be created, so they are zipped up. The rest (doc, src) are in .patch form and can be applied from the base scons directory.
To set the environment up to compile with C#, you must be on a Windows machine with the .NET SDK downloaded. You can easily download the .NET 2.0 SDK from https://www.microsoft.com/downloads/details.aspx?FamilyID=fe6f2099-b7b4-4f47-a244-c96d69c35dec&displaylang=en
Once installed, be sure to add it to your environment PATH. For creation of publisher policies to work (part of the unit test), you need to have the sn.exe tool, which comes as part of Visual Studio (including express editions). Be sure this is also in your PATH.
