General help meta-issue

Use this issue to discuss help/documentation ideas and strategies.

One key question is how much help content to put on each "level," where those levels are:

  1. GUI Wizard
  2. GUI text label
  3. GUI link to webpage
  4. wiki/markdown content
  5. Generated latex/pdf document
