Synoptic panel fan element rotational position resets on speed update

Describe the bug When using a fan element within the new SVG synoptic panel, any update to the speed of the fan causes the rotational position to be reset. This means that something slowly spinning up looks extremely stuttery.

To Reproduce Steps to reproduce the behavior:

  1. Make a synoptic panel with a fan element
  2. Link it to a point that slowly increases in value
  3. Observe fan stuttering as it speeds up

Expected behavior Fan speeds up smoothly maintaining its rotational position every time the speed changes.
