Expected Behavior Inactive and active script in Script Handler export by xid.

Actual Behavior Inactive and active script in Script Handler export by id.

Reason This causes that when importing Script Handlers it is not able to bind the inactive / active fields with the scripts, the binding is lost.

Specifications Version: 2.6.11
