Add the option for the common user to be able to configure times for events

Expected Behavior Allow the common user to be able to manipulate start and end times for events.

Actual Behavior Currently only the admin user has the option to create scheduled events, the common user cannot modify a time to handle something, this is only possible by creating elaborate scripts and working with date/time is not an easy task.

Specifications There are some suggestions that I believe have less impact:

1st Create a graphic component of the "scheduled event" type to be added to the graphic screen and the operator to modify the start and end of any event that the admin has already created (in this case it would not open the option for the common user to create new events);

2nd In the area of scheduled events, add an option for start and end time, to pull a setpoint from a datapoint, in this way a graphic screen, the user would only manipulate the setpoint of a datapoint. For this to work, it would be important to have some easier date and time selector for the graphical display;

3rd Open the part of scheduled events for common users to have access, I don't know if this is interesting because of permissions issues and for allowing him to create new events.
