Remove Admin Permission

Describe the bug We can't remove admin, if we add permissions for listing and removing admins.

To Reproduce Steps to reproduce the behavior:

1. Create admin.
2. Add permissions only for listing and removing admins.
3. Relogin with using new administrator account.
4. Try find button for deleting any admin :rofl:

Expected behavior Button exists and available for pressing.
